The Democratic Governance Facility (DGF) was set up in July 2011 by eight Development Partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the United Kingdom and the European Union. The aim was to Provide harmonized, coherent and well coordinated support to State and non-State entities to strengthen democratization, protect human rights, improve access to justice and enhance accountability in Uganda.
The DGF is legitimized by the agreement between the Development Partners and the Government of Uganda to support good governance in the country. Therefore, our work is aligned to the Constitution of Uganda and National Development Plan. in the first phase (DGF l), the facility worked in partnership with over 80 State and non-State actors. Currently, the facility is planning to implement the second phase of the programme (DGF II) which nine from January 2018 to December 2022. The DGF II programme was made possible with funding from seven development partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, and the European Union. to the new phase, DGF will have three spheres of work: (i) Democratic processes that build citizen-state relationships; (ii) Citizen empowerment, engagement and accountability; and (m) Protection of human rights, access to justice and gender equality.
The DGF Facility Management Unit (DGF FMU), which is responsible tor the day-to-day management and implementation of the programme, wishes to recruit talented and experienced individuals to join its team. Successful candidates will be part of a team of professionals with different skills; talents and competencies that work collaboratively within and across the three DGF spheres.

Reporting to the Deputy Programme and Learning Manager, the Programme Manager-Upholding Human Rights reviews project proposals, monitors partner project implementation and provides technical support and quality assurance to implementing partners.

PROGRAMME MANAGER — UPHOLDING HUMAN RIGHTS
Main purpose of the job
Reporting to the Deputy Programme and Learning Manager, the Programme Manager-Upholding Human Rights reviews project proposals, monitors partner project implementation and provides technical support and quality assurance to implementing partners.
Key Responsibility
- Provide a contextual analysis of local, national and intemational key developments in the Human Rights sector and recommend best practices to be adopted.
- Participate in designing calls for proposals, reviewing the submitted proposals and budgets; and select competent partners for funding under the Human Rights Aol specifically, and within Spheres 1-3 (as and when called upon), in line with DGF terms and conditions.
- Receive record and review partner narrative and financial reports to ensure compliance to DGF partner financial guidelines; provide feedback to partners regarding the performance of their projects and oversee disbursements of funds to partners.
- Receive, review and monitor partner work plans and budgets and ensure compliance to DGF financial and programmatic guidelines.
- Monitor and evaluate partner project implementation and provide technical guidance and quality assurance to partners regarding implementation of the projects.
- Conduct partner needs assessments and design strategies for building the capacity of partners in the relevant thematic area,
- Provide advice and updates to the Deputy Programme and Learning Manager and Programme Learning Manager on the program interventions as well as programmatic direction
- Build and maintain functional working relationships with key stakeholders including state and non-state partners
- Prepare annual and quarterly work plans tor the Aol and report on the sub component's performance in line with the DGF log frame.
- Document and keep track of the performance, achievements and results of partners in the Aol and prepare periodic reports to DGF on the performance, achievements and results of partners in the Aol
- Ensure continuous reflection and learning amongst partners in the Aol; and support identification of needs and teaming amongst DGF partners in all the spheres on areas related to human rights
- A university degree in a relevant subject e.g. areas of law, political science, social science, development studies or related area. An advanced degree preferred.
- Minimum of five years’ experience working with governance issues, government/ state institutions and civil society organizations.
- Experience in project planning and management, financial management, monitoring and evaluation
