JOB DETAILS:
The Africa Program Officer reports directly to the Africa Programs Director (APD) and works in close collaboration with the Africa Programs Manager (APM), the Global Capacity Building & Training Specialist and other Attica regional office staff to provide support to country offices. As part of the programs team, the incumbent is responsible for the proper implementation of program activities in Right To Play within Africa including Uganda, Burundi, Tanzania, Ethiopia, Mozambique, Ghana, Mali, & Rwanda. The incumbent is also expected to make a significant contribution to fundraising for Right To Play programs through development of high quality concept notes and proposals. The position is based in Kampala, Uganda and has regional remit.
Key Duties and Responsibilities
Documentation and reporting (25% of Time):
  • Together with other members of the program team, coordinates the; development, compilation, and review of project reports across the region, in line with grant requirements and deadlines.
  • Writes sections of consolidated reports, as required.
  • Supports country teams in writing quality reports and meeting deadlines, as required
Program planning and coordination (20% of Time):
  • in collaboration with the APD, leads the development, compilation and review of project work plans across the region in line with approved grants.
  • Provides written and verbal guidance and feedback as necessary to support the development of quality project work plans.
  • Participates in quarterly calls with country program teams to review progress against plans, identity lessons learned, and develop mitigation strategies to address any challenges.
Program design and proposal development (25% of Time):
  • Contributes to the development and review of new program logic models, including activities, outcomes, and indicators across the region.
  • Contributes to the development and assessment of new funding opportunities across the region, and shares with the APD.
  • In collaboration with the APD, supports countries to identity and pursue new funding opportunities.
Budget and grant management (10% of Time):
  • Supports countries in the development ot project budgets as necessary, in line with approved grants.
  • in collaboration with the APD and Regional Finance Director, participates in the quarterly implementation review across the region and assesses spending against approved budgets.
  • Upon request by HQ, National Offices or Country Offices, reviews donor financial reports.
Capacity building of staff and partners (15% of Time):
  • Supports in the planning and facilitation of regional meetings and capacity building activities.
  • identities areas tor support and capacity building among country teams and informs the APD.
  • Builds the capacity, through written and verbal feedback as well as training sessions, oi country stall on the development of quality project work plans and budgets.
  • Performs other duties as assigned. (5% of Time)
Qualifications, Skills and Experience:
  • Master’s Degree ill international Development or related field OR an equivalent combination of education and;
  • 4-6 years of relevant professional experience in role(s) with comparable levels of complexity and technical relevance. experience in a regional or headquarters role would be an asset.
  • Experience coordinating, supporting and completing initiatives within complex, cross-functional organizations/projects.
  • Experience in managing or supporting the management of grants and cooperation agreements tor government and donors.
  • Experience with Global donors such as Global Affairs Canada or NORAD would be an asset.
  • Experience in planning, budgeting and financial management.
  • Understanding of donor rules and regulations, including, but not limited to GAC, NORAD UN agencies and other institutional donors.
  • Ability to legally work in Uganda, without sponsorship. Note: The successful candidate will be employed as a local staff member of Uganda. Compensation and benefits will follow the local package.
