The Office of the Auditor General ( OAG ) is the supreme Audit institution (SAI) of Uganda mandated under Article 163 of the Constitution of the Republic of Uganda to audit and report on the Public Accounts of Uganda and of all public offices, including the Courts, the Central and Local Government Administrations, Universities and Public institutions of like nature and any Public Corporations or other bodies or organizations established by an Act of Parliament. The Constitutional mandate of the OAG is amplified by the National Audit Act, 2008 which has among other things enhanced the financial and operational independence of the Auditor General.
The vision for Office of the Auditor General is "to be an efficient and effective Supreme Audit Institution in promoting effective public accountability"; and its Mission is to "audit and respond to Parliament and thereby make an effective contribution to improving public accountability and value for money spent”. In accordance with Section 9(2) of the National Audit Act, 2008, Regulation 14 of the National Audit (Terms and Conditions of Staff) Regulations, 2011, and Chapter 2.3 of the OAG Human Resource Manual 2013, applications are hereby invited from suitably qualified candidates for the following Position:
JOB TITLE: Monitoring & Evaluation Officer
REPORTS TO: Senior Monitoring & Evaluation Officer
SALARY SCALE: U4
JOB REF; ADM. 5.6/136/01 Vol.6(02/18)
TERMS DF SERVICE: Permanent terms
AGE: 30 years and below
MINIMUM QUALIFICATIONS
Applicants should be Ugandans holding an Honors Bachelor's degree in either Quantitative Economics or Economics or Statistics or Developmental Economics from a recognized university.
DUTIES:
- Supporting the OAG to deliver monthly, quarterly, annual M&E and any other reports on overall performance to enable monitoring of the OAG corporate strategy
- Liaising , coordinating and working closely with OAG s structure to ensure delivery of the expected M&E reporting requirements.
- Developing monitoring and evaluation indicators for monitoring compliance.
- Monitoring and evaluation of plans, programmes and project to ensure that the mandate of the Auditor General is executed in accordance with the National Development Plan, National priorities and the OAG Corporate Strategy.
- Preparing and Maintaining Monitoring and Evaluation records on audit and corporate activities to aid preparation of Monitoring and evaluation reports..
- Ensuring compliance with the OAG Monitoring and Evaluation policy
- Providing guidance on maintaining a robust functioning Monitoring and Evaluation management Information system.
- Contributing to development of MSE work within the OAG to ensure that information is of high quality and leads to innovative reporting.
- Any other duties as may be assigned from time to time.
