The Accountability Sector was formed following the adoption of the Sector Wide Approach policy in 1998 to coordinate institutions involved in promotion, supervision, as well as implementation of accountability systems. The Sector seeks to address issues of accountability in broad terms that would encompass resource mobilization, allocation and utilization, public financial management, anti-conniption policy, procurement, standards of ethics and integrity and service delivery, backed by qualitative and quantitative data and part of a national approach to improve standards of accountability.
The Accountability Sector is composed of MDAs with very different mandates, all with a focus on aspects of accountability, these include Ministry of Finance, Planning and Economic Development, Inspectorate of Government, Directorate for Ethics and integrity, Office of the Auditor General, Uganda Bureau of Statistics, Uganda Revenue Authority, Public Procurement and Disposal of Assets Authority, Ministry of Public Service-inspection, Ministry of Local Government— Inspectorate and Kampala Capital City Authority.
The Sector intends to recruit an Economic Management Advisor and Public Financial Management Advisor to support the development of the Accountability Sector and ensure that sector programmes are pursued.

Reporting: To: The Economic Management will report to Sector Coordinator
Purpose: To lead the SAS Economic management thematic area initiatives

Purpose: To lead the SAS Economic management thematic area initiatives
Job description:
- supporting the development, costing, approval and review of the Economic Management component of the Accountability Sector Development Plan;
- researching, analysing and flagging key Economic Management issues for discussion by the relevant Accountability Sector Management Committees and for the attention of the relevant institutions;
- analysing sector institution draft BFPs and facilitating their harmonisation with the ASSP, NDP II and SDGs; coverage of key issues e.g. presidential directives, agreed sector undertakings and cross cutting issues such as gender/equity, environment and HIV/AIDs; and consolidating the Economic Management section of the sector BFP;
- supporting the development of a data base of the Economic Management thematic area indicators, targets and actual performance data, and a monitoring strategy for the secretariat to track achievement of sector results;
- monitoring and evaluating the achievement of the agreed Economic Management thematic area results;
- preparing and presenting for discussion the Economic Management thematic area performance reports (quarterly, semi-annual and annual);
- coordinating and preparing the Economic Management Technical Working Group (TWG) meetings and workshops, documenting, disseminating and ensuring safe custody of its proceedings;
- preparing briefing notes, articles and newspaper supplements on the achievements and key emerging issues in the Economic Management thematic area;
- assisting in coordinating implementation of activities across the sector to ensure achievement of the desired results; facilitating the training of Sector institution staff in planning, budgeting, monitoring and evaluation;
- providing input and updated information related to the performance of the Accountability Sector in GHAPR, GAPR, Ministerial Policy Statements etc.;
- establishing, building, and maintaining effective working relationships with sector institution staff;
- supporting knowledge exchange and updates on economic management issues with similar regional and international institutions;
- acting as a liaison, maintaining and strengthening existing relationships and partnerships and explore further partnerships with local, regional and international think tanks, donors, research institutes, civil society/private sector apex organisations etc. in the Economic Management thematic area;
- supporting sector institutions to implement and comply with ratified local and international conventions in the economic management thematic area; and performing any other duties as may be assigned by the Sector Coordinator
- The ideal candidate must as a minimum hold an Honours Degree in either Economics, Statistics or Commerce and a Master‘s Degree in either Economics, Development Policy and Planning, Statistics, Banking or Public Finance. A post graduate qualification in Monitoring and Evaluation will be an added advantage.
- At least 10 years‘ of experience in supporting economic policy and planning, private sector development, financial services; investment management; Monitoring and Evaluation; and facilitating multi-stakeholder multi-sectorial decision-making processes;
- Proven ICT skills, in Microsoft Excel, Word and PowerPoint; (other relevant statistical analysis packages such as STATA and SPSS will be an added advantage;
- High technical knowledge of quantitative and qualitative research methodology and analysis, narrative report writing and presentation skills; photography and videography skills with ability to use and update all electronic media platforms.
- Excellent communication skills (written and oral): Sensitivity to and responsiveness to all sector institution members,
- Proven ability to transfer knowledge to diverse audiences through training, facilitation, mentoring and other formal and non-formal methods Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, and available resources
- Plans, coordinates and organises workload while remaining aware of changing priorities and competing deadlines
- Good understanding of capacity assessment methodologies and excellent ability to identify significant capacity building opportunities;
