JOB SUMMARY/PURPOSE
The Manager Human Resources shall take lead in developing and implementing the approved Human capital policies, strategies, systems and processes to facilitate the realization of the organizational objectives, whilst providing consultation to management on strategic human resources management.
ACCOUNTABILITY STATEMENT
The Manager Human Resources is accountable for the promotion and implementation of the human resource function within the Bank, in accordance with all applicable Laws, Policies and Procedures, in part by planning and managing the Human Resource Strategic Plan and all HR programs, directing the staff resource and supporting the Bank to realize its strategic objectives.
The Manager Human Resources will plan, design, develop and evaluate all human capital-related interventions and ensure that staff are not only aligned to the Bank’s strategic objectives but are adequately skilled to deliver in their roles.

PRINCIPLE DUTIES & RESPONSIBILITIES
Planning and Execution
- Develop organizational Human capital strategies and objectives in line with agreed organizational objectives.
- Manage and coordinate the Organizational Development and Change Management initiatives in line with the Bank’s Strategy.
- Implement human resources strategies and plans by establishing departmental accountabilities and processes, including talent acquisition and management, employment processing, compensation and benefits, training and development, staff records management, occupational safety and health, employee relations, talent optimization and engagement, and performance management.
- Support management by providing human resources-related advice, counsel, and decisions;
- Review, in conjunction with the management team, the staffing needs of each department and recruit/develop required skills;
- Administer and direct the recruitment and orientation activities.
- Ensure the Bank complies with all legal and statutory human resources requirements by: studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; and advising management on any required actions.
- Manage and implement the ongoing performance analysis process to identify root causes of performance gaps; and ensure that appropriate interventions are selected and implemented to permit employees to continually improve their performance and meet the Bank’s current and future strategic priorities. Direct the evaluation process to measure the success
of implemented solutions. - Manage the Bank’s Human Resources operations function by: recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; Planning, monitoring, appraising, and reviewing staff job contributions and performance; implementing the Bank’s reward, compensation and benefits proposition and maintaining compensation records; determining and tracking productivity, quality, and customer-service strategies; and implementing organizational cultural initiatives.
- Establish and maintain a system of job classification; direct the updating and maintenance of job descriptions. Monitoring and Reporting
- Develop and manage the human resources budget by: estimating, forecasting, and anticipating the human capital financial requirements, trends, and variances; aligning all allotted monetary resources
- Guide management and employee actions by: researching, developing, writing, and updating staff policies and procedures, methods, and guidelines; and communicating and enforcing organization values.
- Promote the adoption of HR-related technology and the Bank’s self-help HRMIS in order to enhance process efficiency

- Approval of departmental spend and procurements
- Participate in the hire, and discipline of direct reports
- Recommend (to Board) relevant Policy Changes
- Advise the Executive and Management on issues relating to HR

REQUIREMENTS
Qualifications
- A Bachelors degree preferably in HR, business or humanities from a reputable educational institution
- Masters degree in Human Resource management or related field
- Professional certification in HR will be an added advantage
- Membership to an HR professional body/association Experience
- 6 years’ experience in Human Resources, with 2 years at senior management level
- Self-motivated, strong analytical, organizational and planning skills
- In-depth understanding and hands-on experience in HR strategy articulation and implementation
- Ability to think strategically and holistically and to appreciate the systematic impact of various policies, practices, issues and solutions
- Advanced knowledge of the Ugandan labour and employment legislation
- Superior communication skills (oral and written)
- Interpersonal skills

- Strong analytical skills
