University Research 60., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID’s Regional Health Integration to Enhance Services In East Central Uganda Activity (USAID‘s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets t1 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services. URC is seeking qualified candidates to fill the following position;

Post: Data Base Manager — Jinja
Reports to: Director Monitoring, Evaluation and Learning

Job Summary:
Under the supervision of the Director Monitoring, Evaluation and Learning, the Database/ Management information System (MIS) Manager will be responsible for administration, management, design, documentation and evaluation of a variety of database management systems in addition, the successful applicant will perform database and transaction log backups, as well as maintenance and monitoring of database sewer performance.
Qualifications:
  • The applicant must hold a Bachelors degree of Statistics (Statistical Computing Option), Computer Science, Software Engineering or equivalent qualification. Possession of a Post-graduate qualification in the same fields is an added advantage.
  • At least four years of recent experience in developing and/or managing health information Systems / databases.
  • Demonstrated knowledge of managing medical records.
  • Experience with international development activities in Africa and with organizations such USAID, CDC, Ministries of Health is of added advantage.
  • Familiarity with PEPFAR indicators, technical areas and interventions.
  • Proficiency and hands-on experience in key database programming languages and database management systems such as MySQL, JavaScript
  • Ability to solve problems independently
  • Excellent communication and interpersonal skills.
  • Should have a minimum of five years‘experience in IT, Management information Systems and Database Management.

Job Summary
internship Coordinator who will be required to use independent analysis and judgment to develop, coordinate, and supervise complex and varied administrative tasks to provide exemplary-career services to fresh graduates in the 11 RHITES-EC project districts. He/she will serve as a liaison between project and business/organizations in the area that participate in the RHITES-EC internship program. He/she shall develop and maintain effective business relationships with external work sites while incorporating professionalism, respect, integrity, and compassion in all that they do. Facilitate trash graduates teaming by assisting them to secure appropriate internships to enhance overall academic experience and team skills.
Qualifications
  • A bachelor’s degree in business, marketing, psychology, communication, public relations or other related major.
  • Minimum of two years supervisory or managerial experience
  • Familiar with corporate and nonprofit human resource management. Understanding experiential education and career advising.
  • Experience in presentation of workshops or public speaking.
  • Must have superior interpersonal skills a demonstrated commitment to cultural diversity.
  • Ability to research and quickly develop knowledge of employer recruiting strategies, job market trends, occupational, career and personal growth.

About USAID/Uganda MEL Program:
The USAID/Uganda Monitoring, Evaluation and Learning Program, also referred to as The Learning Contract, is a five-year activity that supports the USAID Mission’s Program and Policy Development office. USAID/Uganda contracted QED to implement this program, which provides Monitoring, Evaluation, and Learning (MEL) support services and aims to increase USAID/Uganda’s capacity to implement a Mission-wide Collaboration, Learning and Adapting (CLA) approach.
Job Summary: The Regional Strategy Writer will be supporting the Regional Strategy for Northern Uganda for USAID/Uganda to ensure a Regional Stakeholder Platform in Northern Uganda for the sub-regions of West Nile, Acholi, and Lango. In support of the platform, USAID/Uganda has facilitated consultations at the regional and sub-regional levels to assist and support the creation of a locally-led and owned Regional Development Strategy, identifying priorities and potential areas for investment. Parallel to these consultations, the USAID/Uganda Monitoring, Evaluation and Learning Program (The Learning Contract) has provided desk reviews and research to support the development of the strategy.
Key Duties and Responsibilities:
  • USAID/Uganda and the Learning Contract seek an experienced writer to compile, organize and draft the regional strategy, based upon the results of consultations and research.
  •  The Strategy Writer will:
  • Review the available inputs, problem analysis, and theory of change, and revise and incorporate as needed; Summarize problem analysis and context, drawing from external and USAID or Learning Contract commissioned research, prioritization exercises, consultations, and desk reviews;
  • The jobholder will consult with USAID, the Learning Contract, researchers from Gulu University, the Steering Committee; interview external experts, and other stakeholders, and propose and adjust a strategy outline;
  • Invite and work alongside guest experts, as available, to assist in drafting the strategy, including interviewing said experts to generate chapter text, revising expert generated chapter text, and consolidating expert generated chapter drafts;
  •  Draft sample chapters for Steering Committee, USAID, and Learning Contract review;
  • Prepare and present a revised outline which articulates the regional vision, goal, objectives, results framework, indicators and targets;
  • Produce a draft strategy, including a catalogue of investment opportunities and further research or feasibility studies suggested; and subsequently,
  •  Produce a final regional strategy, including previously listed components, as appropriate. 
    Deliverables (Time Lines)
  • Draft sample chapters for Steering Committee, USAID, and Learning Contract review; (Two weeks after start date)
  •  Prepare and present a revised outline which articulates the regional vision, goal, objectives, results framework, indicators and targets; (Two weeks after start date)
  • Produce a draft strategy, including a catalogue of investment opportunities and further research or feasibility studies suggested; (Three weeks after start date)
  •  Produce a final regional strategy, including previously listed components, as appropriate. (Five weeks after start date)
Following strategy composition, the Strategy Writer may be asked to compose or assist in the composition of the strategic investment plan.
The Strategy Writer must be available to work with Learning Contract staff, within Learning Contract deadlines, respond to USAID comments with appropriate revision, and work with the Northern Uganda Regional Forum Steering Committee and their stakeholders to put words to text – communicating their ideas in a compelling document which espouses their vision, goals, and plans for action. The Strategy Writer will report to the Learning Contract Research and Learning Advisor, or other key point of contact for Learning Contract support to USAID’s regional development efforts. The Strategy Writer will work closely with the Learning Contract Senior Strategy Advisor for Northern Uganda.

Qualifications, Skills and Experience:
  • The ideal candidate must hold a University degree
  • Excellent oral and especially strong written communication skills in English
  • Skills in analysis and experience developing strategies (results frameworks, theories of change, goals and objective statements and identifying indicators).
  • Interpersonal skills with the ability, resourcefulness, and initiative to identify and gather relevant data
  • Willingness to work with local government officials and development partners to achieve stakeholder goals
  • Strong time management skills
  • Local language skills are an asset

University Research Co., LLC (URC),a US-based public health organization working in Uganda since 2005, is implementing the USAID’s Regional Health integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC).The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-"year activity targets 11 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services. About NASA:
National AIDS Spending Assessment (NASA) offers an improved understanding of the current levels of spending and resource allocation across various programmes and interventions. The Uganda AIDS Commission (UAC) conducted the last NASA in Uganda in 2012. The last NASA covered the financial years 2008/2009 and 2009/2010. The UAC entered into a partnership with Makerere University School of Public Health (MUSPH) to implement the NASA starting with 3 financial years: 2013/2014, 2014/2015, and 2015/2016; and to set up a system to routinely collect NASA data to facilitate timely availability of HIV expenditure information for the period 2015/16-2019/20. The phase one NASA is expected to lay a foundation for the AIDS spending assessments for 2016/17 -2019/20 in an institutionalized approach. In this partnership, UAC provides overall oversight and coordination of the NASA while MUSPH is responsible for study design, data collection, and analysis and reporting.
The MUSPH, although very experienced in undertaking research, is implementing resource tracking for HIV the first time, and therefore requires Technical Assistance during the first phase of implementing; for quality assurance.
Bench-marking Ghana NASA:
Recently a delegation of 7 Uganda NASA Task Team conducted a NASA bench-marking study visit in Ghana and observed that Ghana has successfully institutionalized the NASA and produce annual NASA reports. It is against this background that the Technical support is sought to provide quality assurance to the whole NASA process to ensure compliance with international guidelines and standards.
Job Summary: The overall objective of technical support is to review and support improvement of quality control measures to ensure integrity of the NASA and adherence to international guidelines and standards. The specific objectives of the technical support are:
  •  To strengthen local capacity (including; the Task Team, MUSPH, data collection & entry teams) in coordination, data collection, entry, cleaning, data analysis, and reporting
  •  To provide guidance and support for estimating expenditures that cannot be captured from records.
  •  To review the NASA Pilot report with the core NASA team to provide guidance and strategies to address the challenges.
Key Duties and Responsibilities:
  • Lead the review and discussion on the planned approach to NASA by the Uganda NASA team.
  • Keenly review and lead the discussion on data collection and analysis, including review of data collection tools, with aim of troubleshooting potential challenges and providing guidance on mitigation of any anticipated challenges
  • Review the mapping of stakeholders, adapted tools, determination of costs, data collection and validation plan, provide guidance and develop local capacity to strengthen the aforementioned areas. Participate in field data collection to observe and develop local capacity in data collection.
  • Participate in the training of NASA teams including; the Task Team, MUSPH, data collection & data entry teams; in coordination, data collection, entry, cleaning, data analysis, and reporting
  •  Review the NASA Report
Qualifications, Skills and Experience:
  • The applicant must hold a Master’s Degree in Health Financing, Financial Management, or other relevant area
  • Five years’ experience in Resource Tracking or conducting Spending Assessments
  • Significant experience in data collection and analysis in the field, especially in settings where information is not formally recorded
  • Work experience in Uganda preferred
  • Work experience in HIV/AIDS programming preferred
Key Deliverables:
  •   Report on strengthening the local capacity in the following areas: data collection, entry, determination of costs, data validation, analysis, and reporting.
  • An independent review report on the review of the final NASA report, including a detailed description of the quality control process with a focus on integrity/rigor and adherence with international standards
  • Clear assumptions for estimating expenditures
  •  Produce monthly status updates
Duration: A total of 30 working days in Kampala, with more technical support being provided offshore.
