Cambridge Education has recently been appointed by the Department for International Development (DFID) as Managing Agent on the Uganda Strengthening Education Systems for Improved Learning (SESIL). SESIL is a 4.5 year programme which seeks to impact on the equity and quality of measurable learning outcomes for girls and boys in Uganda, the programme will focus on three core components:
- Building strong foundations – to increase the numbers of girls and boys reaching grade appropriate learning standards in literacy and numeracy in primary schools;
- Enhancing assessment and exams – to strengthen the assessment system so that it leads to more Ugandan children learning what matters for their future;
- Supporting a mixed economy – to support the Government of Uganda to work more effectively with non-state providers and financiers of education, including through direct support to a network of secondary schools.
Key Duties and Responsibilities:
- The Senior Administrator will act as the Line Manager to the Admin Assistants, Logistics Officer, and Procurement Officer;
- Work with the Mott MacDonald Uganda admin team to ensure the timely provision of office facilities and services, transportation, accommodation, bookings and service contracts as required for the project;
- Work closely with the Mott MacDonald Uganda admin team to ensure and oversee the running of office systems required for the smooth running and support of the programme;
- Manage the procurement systems and procedures on the project ensuring compliance with DFID and Mott MacDonald policies;
- Administer contracts to ensure compliance with the contract conditions, payment terms, variations, claims, dispute resolution, and monitoring;
- Manage the delivery of the fleet management system for the project;
- Facilitate and support the recruitment, training and mentoring of project support staff;
- Support the contracting and deployment of short-term consultants ensuring resources are available to support their missions;
- Provide HR support, ensuring that local labour laws are adhered to and liaising with Mott MacDonald HR teams on employment issues. Additionally, support the recruitment of technical and other non-technical personnel;
- Liaise with Cambridge Education/Mott MacDonald administration as required for logistical, reporting, recruitment, procurement, contracting and quality assurance tasks;
- Operationalise the Mott MacDonald Business Management Systems (BMS) procedures, including health, safety and security as required by Cambridge Education/Mott MacDonald for the project;
- Contribute as required to programme reporting related to the areas above;
- Promote healthy work ethics, good governance and anti-corruption behaviour;
- Perform any other duties as may be assigned from time to time by the Programme Manager.
- The applicant should preferably hold a Degree (ideally) in public administration, accounting, project management or other related area
- The applicant should preferably have experience in managing logistics, administration, and operations;
- Experience of working for an international organisation, preferably in the development/humanitarian sector;
- Experience of setting up and maintaining operations and logistical procedures and processes;
- Experience of procurement, contract management and, ideally within a development programme context;
- Excellent oral and written communication skills in English;
- Proven management experience leading small to medium sized teams;
- Ability to liaise efficiently with individuals and organisations to arrange and carry out programme administration functions;
- Experience in implementing health and safety procedures;
- Experience in operating within environments with diverse cultures and practises;
- Ability to use computer systems and standard office software reliably, including organising and setting up systems for maintaining office electronic records;
- Proven experience in programme operations and administration in Uganda and/or the region;
- Knowledge of the Ugandan immigration Service as well as previous experience in visa facilitation.
