Reports to: GIZ Head of Programme Governance and Civil Society
The German Ministry for Economic Cooperation and Development has commissioned the Gesellschaft fur lnternationale Zusammenarbeit (GIZ) with the Programme Strengthening Governance and Civil Society in Uganda’ co-funded by the European Union. The main objective of the programme is tirat selected state and civil society actors in Uganda are in better position to work towards the compliance with human rights and governance principles (transparency, accountability, efficient and effective management and political participation) in their respective areas of responsibility. Structurally, the programme focuses on 3 main areas: 1) Strengthening External Audit 2) Strengthening Human Rights and 3) Strengthening Civil Society, GIZ is seeking a Monitoring & Evaluation, information and Knowledge Management Advisor for this programme.

Responsibilities:
The Advisor on Monitoring & Evaluation, information and Knowledge
Management is responsible for".
- Development and management of a M&E System for the entire programme
- Preparation of regular progress reports on M&E, documents and articles on project results and innovation and creation of knowledge management products
- Working closely with the expert of monitoring and evaluation of GIZ HQ
- Establishing an information and knowledge management system to capture innovation, results and best practices
Tasks:
Monitoring and Evaluation:
- Development of an efficient M&E System for the programme including different M&E instruments and tools
- Mainstream the application of the M&E system and ensure its utilization by the entire programme team and its direct partners
- Establishment of baseline data for all indicators
- Regular collection of monitoring and evaluation data from partner organizations
- Prepare regular progress and monitoring reports and indicate possible delays on time
- Support of research projects and studies to be conducted to analyze the results of the project
- Monitoring of mainstreaming of cross-cutting issues
- Ensure results of the project are professionally communicated to external partners and cooperate with the PR expert of the programme to do so
- Support the preparation of progress reports to different commissioning parties using the applicable formats
- Technical, organizational and methodological advice to partner CSOs and other project partners in regard to strengthening their monitoring & evaluation and recordkeeping systems;
- Develop an easy to use and accessible information and knowledge management system for the project
- Prepare documents and publications on project innovation and results to be published and shared externally
- Development and implementation of sustainable teaming and information sharing mechanisms which facilitate peer teaming among partner organisations and within the team;
- Documentation and systematization of experiences and lessons learnt.
Qualifications:
- Degree in a relevant field, preferably in Monitoring and Evaluation, Communication, Statistics, Social Science, Development Studies
- Minimum 5 years ‘professional experience in Monitoring and Evaluation, knowledge management
- Knowledge in results based management and results based monitoring
- Experience in qualitative and quantitative research, data collection and data analysis
- Working experience in civil society organizations or governmental institutions
- Very good knowledge of English, knowledge of German is an added Value
- Experience in M&E requirements of EU funded projects
- Good working knowledge of ICT and computer applications (MS Office, picture and movie editors, design software, web applications, etc.)
- Strong organisational and management skills
- Ability to analyse data and produce quality reports
- Problem solving skills and strong result-oriented
- Experience on gender mainstreaming
- Active, flexible and dynamic team player and excellent networker
- Excellent writing, communication and coordination skills
