JOB DETAILS:
Community Health Alliance Uganda [CHAU] formerly the International HIV/AIDS Alliance Uganda is registered as a Company limited by guarantee. CHAU's portfolio of work spans technical and organizational capacity building of civil society organizations, community systems strengthening, SRHR/HIV integration, policy and advocacy.
Its mission is to drive the national civil society response to health and HIV/SRH challenges by leading strong community action. CHAU's work focuses on Most at Risk populations who are usually vulnerable and may not have access to services and information. CHAU has a strategic partnership with the International HIV/AIDS Alliance - a UK-based International NGO. The partnership has enhanced CHAU's technical and institutional capacity and for over five years now, CHAU, has built a track record of successfully managing and implementing development interventions with funding from DFID, DANIDA, SIDA, EU, and Positive Action for Children Fund and the Netherlands.

Role Overview:
To provide program management direction, leadership and guidance and ensure CHAU overall strategic objectives are met within the framework of CHAU Program Management policies and procedures and the requirements of local and international program management.
Key Result Areas:
  • Co-ordinate strategic planning, program development, review and evaluation processes in line with the CHAU strategy
  • Guide program operational planning, implementation and monitoring processes in line with the CHAU strategic plans
  • Ensure effective implementation of Sexual and Reproductive health rights, HIV and key population focused programmes.
  • Enforce adherence to program-specific procedures for requisition and reporting expenditures in accordance with the CHAU Finance Policy, IHAA Financial Management Frameworks and International Financial Reporting System
  • Provide quality assurance to program related communication to both internal and external stakeholders of CHAU
    - Supervise, motivate, appraise staff in the department and build the capacity of program and non program staff in line with the organizational strategy and policies
  • Coordinate and resource mobilization in line with the CHAU resource mobilization strategy ~
  • Provide leadership in Networking and building strategic alliances in line with organizational strategies and policies
  • Contribute to strategic decision making through Senior Management Meetings and support to the board on request
  • Provide leadership in partner identification, appraisal and capacity building processes
  • Identify program-related knowledge needs for CHAU and its partners, coordinate the generation, storage and access to knowledge in line with the CHAU KM Strategy
Person Specification:
  • Proven experience leading sexual and reproductive health rights, gender transformative programmes and working with most at risk populations / key populations.
  • Masters degree in Public Health or Health, Nursing, or Social Sciences, Development Studies or any other related field from a recognized institution
  • Proven experience in HIV, Sexual and Reproductive Health, Project Planning and Management, Adolescent and Young People, Human Rights Based Approaches, Participatory approaches and methodologies, Governance, Civic empowerment and accountability, Monitoring and evaluation and capacity building,
  • A minimum of 5 years working experience, with at least 3 at management level in program management in an INGO or NGO.
