JOB DETAILS:
RTI International l is currently accepting applications for several professional positions related to the anticipated USAID/Uganda Health Systems Strengthening (HSS) opportunity. The Uganda HSS project will focus on improving leadership and accountability for results in public and private health sectors, increasing availability and improving management of key health systems resources, and strengthening community systems for quality health services.

Position Summary: Technical Director

Provides primary technical support to the functions of the Chief of Party (COP) in supervising and assuring the quality of technical activities. in this role, s/he will provide overall technical leadership and quality assurance for technical assistance, and activities necessary to achieve objectives, outputs, services and products expected under the Contract. With the COP, the Technical Director will be responsible for ensuring that all technical assistance (TA) provided under the project are strategic, coherent, consistent and support the achievement of project objectives. The position will be based with RTI in Kampala and local travel will be required.
Required skills and qualifications:
  • Master’s degree, MD or Ph.D., in public health, public administration, public policy, health policy, health finance/economics, or other related fields.
  • At least 12 years of progressive experience in the implementation of donor (including USAID-) funded health projects, with substantial knowledge and experience related to health systems strengthening, in Uganda highly preferred.
  • Some combination of knowledge and experience in: health governance: health financing; and community health systems strengthening.
  • Experience providing TA and organizational capacity building and training to local partners, organizations and grantees.
  •  Ability to work effectively, responsively, and collaboratively with academic/research institutions, development and private sector partners, government counterparts, and interlacing with donor organizations.
