The Democratic Governance Facility (DGF) was set up in July 2011 by eight Development Partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the United Kingdom and the European Union. The aim was to Provide harmonized, coherent and well coordinated support to State and non-State entities to strengthen democratization, protect human rights, improve access to justice and enhance accountability in Uganda.
The DGF is legitimized by the agreement between the Development Partners and the Government of Uganda to support good governance in the country. Therefore, our work is aligned to the Constitution of Uganda and National Development Plan. in the first phase (DGF l), the facility worked in partnership with over 80 State and non-State actors. Currently, the facility is planning to implement the second phase of the programme (DGF II) which nine from January 2018 to December 2022. The DGF II programme was made possible with funding from seven development partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, and the European Union. to the new phase, DGF will have three spheres of work: (i) Democratic processes that build citizen-state relationships; (ii) Citizen empowerment, engagement and accountability; and (m) Protection of human rights, access to justice and gender equality.
The DGF Facility Management Unit (DGF FMU), which is responsible tor the day-to-day management and implementation of the programme, wishes to recruit talented and experienced individuals to join its team. Successful candidates will be part of a team of professionals with different skills; talents and competencies that work collaboratively within and across the three DGF spheres.

PROGRAMME OFFICER - VOICE &ACCOUNTABILITY
Main purpose of the job
Reporting to the Deputy Programme & Learning Manager (DPLM), the Programme Officer
- Voice & Accountability is responsible for the day-to-day support of the Sphere team, including the administration of agreements and contracts with the implementing partners, suppliers and consultants in line with DGF terms and conditions.
- As directed by the DPLM, draft various types of contracts and agreements for partners in the respective sphere in compliance with the DGF procedures and guidelines.
- Assist the Programme Manager in review and process of partners payment disbursement requests.
- Maintain an updated and organized filing system of the sphere documentation (Project reports, correspondence, partner requests, etc.) on the JEF system! MIS.
- As designated by the DPLM, accompany the Programme Managers on periodic field visits in order to validate partner's data and activities, as needed to support Programme Managers.
- Monitor submission of partner progress reports and disbursements.
- Support the sphere team in the development of ToRs and other documents
- With the Programme Managers, ensure that partner information is up to date in the MIS and in their files on the JEF and update the sphere M&E database so that each indicator is populated to reflect partner performance every quarter
- Maintain the sphere and sphere partner calendars, ensuring that the Administration it Logistics Manager and Communications at Knowledge Management Advisor have this information in a timely manner.
- As directed by the DPLM, communicate with partners on administrative (non
- committal) issues; otherwise direct all communication to partners through the Programme Managers.
- Support the sphere team with all administrative and/or logistics aspects of workshops and meetings including (but not limited to) procurement requests, liaising with admin to ensure that bookings are done and accurate, documentation/ minutes of the meetings, payment of travel costs to participants, support to the Programme Manager! DPLM during the workshop, etc.
- in alignment with the Human Resource manual, maintain confidentiality about DGF and DGF implementing partners.
- Other tasks as assigned.
- A University degree in management, administration, or an area related to the sphere.
- A minimum of three years’ experience in the support of development programmes and protects.
- Proven experience of project cycle management.
