Background
  • The Government of Uganda (GoU) has received financing from the international Development Association (IDA) of the World Bank in the amount of US$135 million equivalent towards the cost of Uganda Energy for Rural Transformation Phase Ill (ERT ill) and it intends to apply part of the proceeds to payments for consulting services to be procured under the project. The Project Development Objective of ERT III Project is to increase access to electricity in rural areas of Uganda.
  • Under the ERT III project, REA will be responsible tor implementation of component 1 and subcomponent 2.4. Component 1 (On-grid Energy Access) shall support on-grid investments namely; (i) Grid Extension and Associated Connections; (ii) Grid intensification and Associated Connections; (m) Household Connections from Existing Lines and (iv) implementation Support for On-grid Energy Access. Subcomponent 2.4 (Quality Assurance for Solar Market Development) will be implemented in collaboration with the UNBS and it aims to promote quality assurance and awareness of solar products so as to enable the market for affordable, high-quality PV products in rural areas.
REA is seeking to recruit individuals of high integrity, dedication and commitment for the following position whose details can be viewed and obtained on the Procurement Notice Board at REA Offices and on www.rea.or.ug
Post: 4 Way Leaves Officers
Main Purpose:
To work in the Wayleaves Unit, whose main task is to obtain landowner consents and Wayleaves for the installation of new electricity lines.
Scope of the assignment/ Key Responsibilities
  • Negotiate Wayleaves for overhead electricity power lines and underground cables with landowners/occupiers and their agents/legal representatives Sensitize the public about need for Wayleaves Serve power line construction notices and obtain consents tor each project in a timely manner
  • Compile accurate records of landowners and occupiers for each project
  • Provide wayleaves support for RAP studies and selection of new electricity power line routes
  • Secure access arrangements from landowners and occupiers for overhead/underground line construction work
  • investigate and assess wayleaves compensation claims by landowners/occupiers for any losses or damage caused and negotiate settlement.
  • Act as liaison point between the landowner/occupier, contractor and project manager with regard to wayleaves issues
  • Attend Grievance Committee meetings and resolve disputes over Wayleave rights during project implementation
  • And any other project related duties as may be assigned from time to time
Qualifications
A candidate should have:-
  • A degree in social sciences or a degree in property valuation or its equivalent with experience in land acquisition/resettlement
  •  At least 4 Years’ experience in Wayleaves acquisitions
  • Knowledge and experience of Wayleaves acquisition work in the electricity industry or related industry requiring wayleaves acquisition
  • Thorough knowledge of all relevant legislation on land acquisition for projects
  • Valid Uganda driving license
  • Age between 25 and 30 years
