Job Summary: The Grants Analyst will work closely with and coordinate with the programs design and monitoring department, maintain accountability of all financial compliance issues related to donor funded projects, prepare all necessary internal and external financial reports and to work with the Program Development Officer and the Finance Manager to assist in managing the country’s donor funded programs and will be responsible for ensuring compliance of all financial reports and budgetary aspects of grants to internal and external regulations.
Key Duties and Responsibilities:
  • Maintain detailed records for all financial/grant funded reports, grant documents, agreements, asset lists, and ensure these are filed and kept properly and systematically for audit purposes
  • Review and ensure accuracy of financial transactions for SPU grant-funded field operations based in the region as appropriate (includes vouchers, FERs, Cash payments, etc.)
  • Ensure compliance with all donor rules and regulations such as funds requests, records retention, reporting timelines, liquidation period, NCE conditions, and others
  • Compile monthly executive summary reports and grants tracking sheets that include the outstanding balances that are due to SPU from external donors as well as projections of when the payments from external donors will be made
  • Keep accurate records of wire transfers from and for donors and identify the expenses and time frame of the awards that the payment is reimbursing
  • Prepare and submit month-end grant compliance reports including monthly Commodity Status Report (CSR), Grants Tracking Sheet (GTS) and invoices’ tracking (IT) to SP Uganda country leadership regarding country-wide grant funded operations in a timely fashion
  • Provide oversight for all grants portfolio, ensuring timely submission of proposals, reports, and amendments. Liaise with program development and monitoring department to be sure grants are on track for timely completion and that targets are being met
  • Monitor and be aware of upcoming agency “calls for proposals” and proactively inform the Country Directors, Regional Director and Regional Program Development Officer of upcoming opportunities.
  • Provide support to Program Managers with regard to financial policies/practices and related areas as required, including budget development for external grants being applied for
  • Work in close conjunction with the M&E Manager, identify trends in data and identify and document lessons learned for each program. Work with the M&E Manager to utilize these findings to re-orient current programming as necessary and drive future project concept development.
  • Assist the Finance Manager with donor representation particularly with the UN cluster coordination, or other relevant international donors and national level stakeholder meetings
  • Ensure the SP finance FOG and procedures provided by Finance Manager are adhered to at all times
  • Prepare and review all new proposal budgets with the Program Development department
  • Ensure coding for all externally funded budgets that are submitted to the donor is in line with SP policies
  • Render support in the facilitation of GOM GRM and GCM by providing the necessary inputs in time
  • Ensure monthly vehicle usage funds are charged to the right expenditure code on time and accurately
  • Work closely with the Finance Manager to organize monthly management review meetings for Program Managers/Area Coordinators to ensure strong financial management and that all expenditures are according to grantor guidelines, including budget line item overages
  • The incumbent will ensure that partnership and sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements and reporting
  • Keenly review all financial reports for externally funded programs, ensuring the reporting is based on donor requirements, and submit to Finance Manager
  •  Facilitate external audits with the Finance manager
  • Work closely with the Program Development department and donors.
  • Mentor and train staff managing externally funded programs to implement projects according to donor regulations
  • Build and strengthen close and cooperative working relationships with fellow projects staff and the Finance Manager
  • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
  • Support all staff who may need to prepare time sheet on monthly basis and compile them for use
  •  Perform any other duties which may be assigned
Qualifications, Skills and Experience:
  • The applicant for the Samaritan’s Purse Grants Analyst job placement should hold a Bachelor’s Degree in from College or University in either Finance, Accounting or related field. CPA and/or Masters level of education is strongly preferred.
  • At least seven years of relevant work experience in grants management.
  • Previous exposure and experience in coordinating both financial and programmatic functions of grant management in donor funded programs like WFP, UNHCR, USG, UNICEF, FAO, IHA-GAC and with FSL, Livelihood, WASH, health, nutrition, food aid and related projects with proven experience in database development and management
  • Excellent reasoning ability with quantitative and qualitative data analysis skills, strong skills in analytical and strategic thinking
  •  Demonstrated ability to understand financial reports and analyze financial variances and excellent knowledge of computer applications, in particular proficiency required in MS Word, MS Excel.
