Job Summary: The Accounts and Administration Officer manages the operational implementation & oversight of the program development in the Field. The incumbent will be responsible for procurement, payments, reporting, logistics & fleet management, budgets & budget monitoring/burn rate calls, accurate financial & management reporting and analysis, and ensuring compliance with organization and Program requirements.
Key Duties and Responsibilities:
Finance & Administration:
  • Support procurement and coordinate pre-qualification of reputable & reliable supplier’s goods and services
  • Ensure proper documentation of all finance, Administrative & Human resource records
  • Ensure the program is implemented with sound financial and administrative practices through efficient management of project funds and timely processing of payments
  • Tasked with the management of project funds; ensure that funds are disbursed in line with set activities/ budget and that accountabilities are submitted in a timely manner
  • Actively participate in annual budget preparation, mid-year reviews, monthly burn rate calls and ensure action points are implemented accordingly
  • Tasked with the preparation of daily cash reports and monthly cash needs to ensure availability of funds
  • Work in liaison with the program team to ensure that project work plans and financial planning are in sync
  • Preparation of fuel consumption reports and management of vehicles
  • Coordinate external/internal Audits and ensure implementation of agreed recommendations
  • Regular update of Asset register and engraving of assets. Regular Maintenance of assets to avoid breakdowns e.g. vehicles, computers, power backups etc.
    Human Resource:
  • Provide coaching, direction, and leadership support to finance and admin personnel
  • Review staff monthly time sheets before approval by respective supervisors
  • Manage staff leave and ensure all leave forms are approved by Finance & Human Resource
  • Perform any other duties as assigned by the Supervisor
Qualifications, Skills and Experience:
  • The ideal candidate for the TechnoServe (TNS) Accounts and Administration Officer job opportunity should preferably hold a University degree in Accounting and part II qualification of any professional course ACCA, CPA is a MUST.
  • At least three years’ experience in a similar position with International NGO or development agencies.

  • Compliance & Governance: Compliance with and knowledge of company policies, applicable legislation, grant requirements, donor contracts, the local labor code and tax laws.
