Job Summary: The Chief Nurse - Midwifery Officer is is responsible for providing effective leadership and expertise and fosters shared governance of all matters pertaining to nursing, midwifery and other medical staff affairs (excluding physicians), clinical outcome, patient safety and satisfaction, and for strategic initiatives and programs for enhancing clinical effectiveness. Works closely with the Executive Committee in achieving high satisfaction from patients; ensuring patient safety and high-quality, cost-effective patient care; establishing and monitoring measures to ensure excellence in clinical care; and for advancing best practices in clinical care, quality and safety.
Key Duties and Responsibilities:
  • Provides leadership in the areas of strategic planning, strategy execution and implementation of care management programs;
  •  Oversees, directs and supports the rendering of medical management decisions that maximize benefits for patients while pursuing and supporting hospital objectives;
  •  Monitors effectiveness of management practices and productivity indicators using available data such as turnover rates, absenteeism, budget variance, patient, nurse, midwife and staff satisfaction surveys;
  • Demonstrates effective leadership skills of delegation, organization, and coordination of the intra-department activities and inter-department integration;
  • Assures the ongoing development and implementation of policies and procedures that guide and support the provision of medical staff services;
  • Coordinates with the Chief Medical Officer and Hospital Director for the procurement of medical supplies and equipment in accordance with hospital policies, procedures and objectives and best practices in clinical care;
  • Manage, supervise and appraise subordinate staff;
  •  Assesses and communicates recommendations for utilization of space, space needs, equipment, personnel and other resources as needed;
  •  Prepares and submits reports as necessary to the Hospital Director and/or Executive Committee in an accurate and timely manner;
  • Facilitates nurse, midwife and other medical staff interactions to ensure effective and efficient delivery of quality medical care consistent with the mission and vision of Old Kampala Hospital;
  • Coordinates with the Chief Medical Officer and Hospital Director to create and update as required medical staff policies and procedures and ensures effective and efficient implementation;
  • Serves as liaison with external parties and institutions as required;
  •  Oversees and manages all on-site inspections, assisting inspectors and surveyors in the performance of their duties, and provides reports as required to follow-up;
  • Develops an effective process for nurse, midwife and other medical staff (other than physician) development and retention;
  •  Ensures appointment of nurse, midwife and other medical staff and privileges are compliant with sound credentialing practices;
  •  Collaborates with Hospital Director and/or Executive Committee in respect of the preparation of agenda and materials for staff meetings;
  •  Participates in professional organizations and represents the hospital in a professional, competent manner in the community;
  • Maintains a work pace appropriate to the workload including direct patient care as required and
  •  Performs other related duties incidental to the work described herein.
Qualifications, Skills and Experience:
  • The applicant must hold a diploma in Nursing and Midwifery from an accredited school
  • Registered by the Nurses and Midwives Council of Uganda
  • At least seven years of increasingly responsible experience in healthcare including at least 5 years of leadership experience in a hospital setting.
  • Ability to act as an effective agent for change, recognizes the need for change and adapts and inspires others to adapt;
  • Ability to address both broad and strategic issues and the management of day-to-day operations;
  • Ability to analyze and solve problems by taking into account various points of view;
  • Ability to innovate, encourage creative thinking and imaginative solutions to issues or problems;
  •  Ability to serve as an effective champion for quality and continuous performance improvement using passion and persuasive skills;
  •  Comprehensive and thorough understanding of all elements of healthcare delivery including strategy, business planning, operations and financial management;
  • Demonstrated leadership track record that shows an ability to gain credibility, to influence and achieve with and without direct authority and to work collaboratively with the Executive Committee, physicians, medical and other staff;
  • Exceptional inter-personal skills, customer service and ability to establish and maintain effective working relationships;
  • Excellent written and verbal communication skills in English;
  • Excellent analytical and report writing skills;
  •  Proficient computer skills (including Microsoft Office applications);
  • Knowledge of applicable laws, regulatory requirements and best practices in clinical care; and
  • Possesses the skill, knowledge and ability essential to the successful performance of assigned duties.
