The Democratic Governance Facility (DGF) was set up in July 2011 by eight Development Partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the United Kingdom and the European Union. The aim was to Provide harmonized, coherent and well coordinated support to State and non-State entities to strengthen democratization, protect human rights, improve access to justice and enhance accountability in Uganda.
The DGF is legitimized by the agreement between the Development Partners and the Government of Uganda to support good governance in the country. Therefore, our work is aligned to the Constitution of Uganda and National Development Plan. in the first phase (DGF l), the facility worked in partnership with over 80 State and non-State actors. Currently, the facility is planning to implement the second phase of the programme (DGF II) which nine from January 2018 to December 2022. The DGF II programme was made possible with funding from seven development partners: Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, and the European Union. to the new phase, DGF will have three spheres of work: (i) Democratic processes that build citizen-state relationships; (ii) Citizen empowerment, engagement and accountability; and (m) Protection of human rights, access to justice and gender equality.
The DGF Facility Management Unit (DGF FMU), which is responsible tor the day-to-day management and implementation of the programme, wishes to recruit talented and experienced individuals to join its team. Successful candidates will be part of a team of professionals with different skills; talents and competencies that work collaboratively within and across the three DGF spheres.

FACILITY ACCOUNTANT
Main purpose of the job
Reporting to the Senior Financial Management Advisor (SFMA), the Facility Accountant is responsible for handling all the internal processing and accounting activities including accountabilities related to the DGF FMU
Key Responsibilities
  • Review requisitions and invoices inaccuracy, completeness and proper supporting documentation before processing oi payments tor the DGF in line with the approved budget lines and the DGF policies.
  • Submit payment documentation manually and online) to relevant authorizers tor approval and ensure that all documents used to support payments are filed and available as and when required.
  • Make cash withdrawals required for programme activities and the DGF Facility Management Unity (FMU), analyse and update cash books for the DGF and prepare daily and weekly cash summary tor submission for review and approval.
  • Manage petty cash/imprest payments, including NAVISION posting, reconciliations and timely replenishment in line with DGF business procedures
  • Review staff accountabilities to ensure they are complete and accurate, identify areas of discrepancy and follow up differences or variances identified to resolve the issue and reconcile the amounts on a timely basis.
  • Reconcile advances on a monthly basis and make recommendations to hold payments to staff that have not accounted for previous transfers or advances.
  • Provide timely financial information to staff and management on Areas of Intervention related activities as and when required.
  • Prepare the documentation used to update the fixed assets register and conduct fixed assets audits for the DGF in collaboration with the Senior Financial Management Advisor and Administration and Logistics Manager.
  • Remit statutory deduction schedules and payments Le. NSSF, PAYE, WHT and LST to the respective authorities and reconcile regularly.
  • In alignment with the Human Resource Manual, maintain confidentiality about DGF and DGF implementing partners. '
  • Other tasks as assigned.
Key Requirements
  • A university degree in an accounting related field and a professional accounting qualification such as CPA, ACCA or equivalent.
  • three years‘ experience in accounting preferably in a multicultural environment.
  • Experience in review of financial reports and budgets.
  • Knowledge of local and international accounting policies, procedures and standards;
  • Knowledge in NAVISION.
